Why not blame the banks then? The publishers lend money from banks to give to developers and to market a game. From the profits they pay the loans back.
The banks must be so ignorant to think you can lend money to a company and expect it to be paid back in the timeframe agreed upon. No they have to wait for their money until the developers think it is time to release the game, so the publisher can make a profit and then pay the banks.
Do you really think this is how banks operate?

Every project works with 3 control points; Time, Money and Quality. As very often at the end of your money you still have some development to do, the thing that suffers is quality. It can only be solved by investing more time and thus more money, or by being aware at the very start that your game is too big for the budget.

Banks and publishers generally focus on the same thing, where some developers don't.

Banks and publishers are primarily concerned with making a profit, where some developers place their primary concern on releasing a game that fits their vision.

That's not to say developers don't care about profit, and indeed these days AAA developers have begun to see things as the banks and publishers do. But there are exceptions, and though I personally don't think any particular group is to blame, because they have no obligation to the art - there's little doubt in my mind that the concept of making a profit is at the heart of the issue regarding subpar art.
