How does barter work in FO2?

I have a char with 4 char and 6 barter. I increased it to 12, an effective increase of 100% and the ONLY discount i get is a clip of JHP that costs 150 instead of 189. Everything else stays at the SAME price. Even when i pumed 38 pts into barter the prices stay the same (even the JHP stays at 150).
What is wrong?

Initial level % = 20+(2 x Charisma)http://fallout.wikia.com/wiki/Barter
Example: A starting Charisma of 5 would be 20+(2x5)=30\%
I'm not sure why certain items aren't being affected. Perhaps there's a minimum value needed for some items. It's been too long since I've played FO 1 or 2 to remember exactly how it worked.

To be honest though, barter is a rather useless skill in all the Fallout titles. Money is not exactly in short supply, and you'll get a lot more bang for your skillpoints by investing in anything else.
