Not online game though. I want something that is like torchlight, but more like Amalur with quests, open world and a story. I want to move through 100 tiers of equipment, making a slow but sure progress from each item until i reach awesomeness.

Maybe have a look at Two Worlds (1 and 2)? Otherwise I wouldn't know except from Kingdoms of Amalur.

Dungeon Siege 2 sounds like a possibility.

Torchlight 2 (and the first). It's even got WoW's graphics. ^.^

Kingdoms Of Amalur : Reckoning
At least that's my impression from the demo.
Edit : Oooops, already mentioned …
Apart from that … Maybe SWTOR ?

You should probably be more specific in terms of what you are looking for (even if lots of the commentators here seem not to have read the infos you already gave, like that it should not be an online game).
So if you want to play an offline, open world game which has some item progression I'd probably recommend all the Bethesda stuff: Skyrim, Fallout 3, Fallout: New Vegas, and the Oblivion Total Conversion called "Nehrim".
They do not have "100 tiers of equipment" but I don't think lots of western RPGs have.
If the game should be focused on item grind, Diablo 3, Path of Exile or Borderlands 2 are probably the best choice. Borderlands 2 also has a nice story from what I have heard.
And then there is also Titan Quest, which is a little older.
(Have neither played Borderlands 2, nor Titan Quest or Path of Exile but they seem what you are looking for)

Path of Exile is on-line only AFAIK.
On the topic of
But seriously…
The amount of times I read in the news and in the comments how this or that game is either ripping off or trying to cash in on the WoW phenomena by copying it, it's remarkable how few normal off-line RPGs are actually like WoW enough to give a really accurate answer. Many of the suggestions in this thread are in the same ball-park though.

Kingdoms of Amalur is what popped into my head initially as well. Since you already have that covered…
I'd say Divinity 2 is what you're looking for. Open world(ish), questing, loot that is wow-like (with linked set bonuses) but not dropping so often as to be meaningless. You don't have a class but you do have talent builds.
I never got so far into it as to see the dragon stuff though so can't comment there.
Alternatively if you're looking for an endless grind to always get better, I'd have to suggest Path of Exile as well, even though you still need an online connection to play. It's entirely playable solo.

Possibly the Fable series?

As someone else said, Rift and Wildstar are the perfect WoW clones, but unfortunately, they're MMO's. Though Rift is free to play! Another SWTOR and LOTRO also rank up there as WoW-likes.

Personally I'd suggest avoiding both WoW and Amalur, go with either Divinity One or Two, both are excellent.

Now if you want to introduce MMOs into the mix and are looking for a nostalgic "vanilla WoW" experience I would suggest Allods Online. It'll scratch that itch for a bit, at least until the Pay to Win creeps in and ruins the experience.

Yeah I'd suggest Divinity 2 as well. It's very similar to Amalur in terms of mechanics, looks nice, lots of gear, is fairly lite - even quite funny at times, the deranged necromancer minion is one of my fav's from any game.
Swapping to dragon form is kinda fun and an interesting diversion from regular play.
I've played through the Ego Draconis bit but haven't done the expansion. I think I've heard the expansion is better than the first ED part.

I was really enjoying Divinity 2, but then I got a game-stopping bug, the one where you can't walk up an incline. I hope to return to it one day, but it's worth mentioning that there's probably buggier versions and less buggier versions around if you do go that route. It might be more hardware dependent than some games as well.

This might be a little off from what you're looking for, but you might like the Gothic series. If you don't mind Online, try Rift or even LOTR online.
