Google Chrome choppy Youtube videos and poor performance

Hi folks.
I'm having a bit of an issue with Google Chrome, it seems. Whenever I try to play 2160p60 videos, they are laggy and choppy. Sometimes even 1080p60 videos are choppy when full-screen, and perform very poorly. This is strange because my specs are:
Windows 7 Professional
Intel i5 4690 cpu
Geforce GTX 970 gpu
16 gb ram
ssd drive
175 Mb internet connection
etc.
When I first got my new 4k display, I was able to view these videos fine. Since then something in the internet stratosphere must have changed, a rogue setting on my end somewhere, but now everything is choppy and looks terrible for some reason.
I've tested several browsers. Firefox and Internet Explorer don't seem to recognize the 4k videos at all, and each browser varies on what video resolutions I can actually choose from. Strange.
Google Chrome is just performing very badly and I wonder why. Any ideas of what could be causing this? I'd really like to get back to viewing 2160p60 content with no lag.

Porn sites are not healthy for computers. STDs and whatnot. I recommend getting a computer specifically for porn.

Not sure. I am not familiar with 4k resolution, but I imagine it is not well supported on the internet yet. I think most people are using much lower resolutions.
Also, just general things — Always make sure you are running an anti-virus program at all times, along with a firewall. And run your antivirus program to see if the computer has any viruses, and then run malwarebytes to see if you have any other nasty things that your computer may have picked up. Finally, maybe try uninstalling chrome completely, and then reinstalling it. You may also want to get a program that does general maintenance on your computer, such as checking your drives for errors, and cleaning your registry. One I recommend is AVG "PC Tune Up 2015" software program.

Man. I'm at my wits end with YouTube right now. My videos aren't even showing up in 4K, and when they do show up for me, they are choppy. People are complaining that even the 1080p60 videos are choppy for them. It's a mess right now. And the worst part is, YouTube "support" is nonexistent. Ugh.

I am recording @ 3840x2160, 60 MBps bitrate, with Nvidia ShadowPlay. I am not "encoding" the footage, per say, just uploading the raw footage to YouTube. It plays fine on my hard drive, but once uploaded is when all the problems start.
