My top five of the year would be, in this order:
1. Legends of Eisenwald
2. Serpent in the Staglands
3. Underrail.
4. Fall of the Dungeon Guardians
5. Age of Decadence.

It's focus isn't on the RPG part, but I wouldn't call it a stretch. It's more of an RPG than other games covered here (e.g. XCom)

It really depends on what you consider "being an RPG". I mean, I could let Chien Aboyeur speak, but the views are vastly different there.
I'll list a couple of elements. You can decide yourself if it makes it an RPG or not:
-it has a basic upgrade system for all characters and a talent system for the main characters
-it has items and loot
-it has a story, where the main character is woven into
-it has several quests, some mandatory, some optional
-it has lots of dialoge
-lots of background story and tales
-it offers to make your own decisions in the story, also resulting in different endings

There are certainly important choices and consequences involved with LoE, which was one of the stand out parts for me. I'd call it more of an rpg than many other games, but there are also some intense strategies involved as well.

Technically D:OS EE is a separate game, while Wasteland 2 DC is a patched game.
That's somewhat unfair, but I guess that you have to draw the line at some point. Otherwise we got every game here which was patched this year.

Yeah, I just checked, and it seems it was indeed included in the 2012 voting.
A curious decision at best.

This was a pretty cruddy year for RPGs, and while I've only just got around to playing Paper Sorcerer I remember voting for it as either 2nd or 3rd choice because it at least looked like something 'proper' if you know what I mean. I'm not a great fan of it, but I've had some RPG fun out of it. It seems this 'specialist' forum would rather vote "erm… that's not really an RPG now is it" rather than games like Paper Sorcerer.
There was quite a debate about the RPGness of LoE when it was released earlier this year, even the developer was involved. As you can imagine I was putting some difficult questions to the defenders, but both the dev and Wolfing were adequately persuasive that the game's primary hook was the RPG elements. I haven't got round to playing it yet, but as I like both King's Bounty and Heroes of Might and Magic then I know I'll probably like it and I'm happy to believe it's more RPG than HoMM and just a neat slight deviation like King's Bounty (though not actually like KB, of course).

It's actually closest to Expeditions Conquistador if you played that.
Not so close to HOMM or Kings Bounty, which both have a big strategy part which LoE does not.

You could be right, I've yet to try Conquistador, I got put off by the survival food element. It's on a permanent back-burner but always there as an option should I require it for whatever reason.
King's Bounty doesn't involve strategy, or, if you think it does, I'm all ears to an explanation.

King's Bounty does not involve strategy ? Have you played that game? I guess maybe you are thinking of some other game. Otherwise can you explain what strategy is for you ?
