Cleveland Mark Blakemore. He did a game for phones, apparently… Unpublished? He also did a VaultOS because you need that in case you want to survive in your Shelter.
From what I just read in his blogs: He is some kind of American survivalist who moved to Australia because an organization wanted to kill him. Versions vary. A lot.
He thinks also than the Neanderthal had a great civilization which is a fact hidden by another worldwide organization who does not want people to know about it. Name of the organization is not known, it is secret, but Cleve knows about it. So the organization is better at hiding its own name than hiding the fact than Neanderthal ruled over the world.
In his last post he said than when he was 10 yo he read Plato and thought it was a pile of crap. He literally saw through it. And also "The European Union is all about turning people into livestock and pushing them up chutes into a slaughterhouse." ..
I got my answers about how he took him 20 years to do an unfinished game.
And yeah, Cleve really does believe he's part of a secret master race that's superior to others. The details of it have changed from time to over the years, but he has believed that for a long time. I know the neandrathal thing is kind of a running joke on the internet now, but he's dead serious about it when he talks about it. There are many other outlandish stories that Cleve has told about himself through the years which are easy to joke about, but Cleve was not joking when he said them. Some of them can be outright proven to be false, others, like the secret master race part, are simply highly unlikely. This is a big part of why I don't assume that he's telling the truth about anything even as simple as having a son.

If he does actually ever release something, it will be likely only the demo that others helped him on, which will take several hours to complete, and null/void any chance at obtaining a refund when you find out that's all that you paid for. So, buyers beware and whatnot.

But I played it for about 15 minutes and then uninstalled, it was plain garbage that shouldn't be called a game at all.

Corwin claims he played the game from start to finish a few years ago as a beta tester though. Of course, this could be explained away by the "Corwin is Cleve" Hypothesis.
Way I see it there's several possibilities.
1. Game is basically finished as claimed, but Cleve is a pathological perfectionist (i.e., OCD or OCPD) and will always find something in the game he needs to fix or improve. Thus, it will never be truly finished, which causes him to constantly delay it for fear that it could have been so much better.
2. Game is relatively close to being finished… however, Cleve suffers from a rare form of anterograde amnesia in which he is unable to form new memories (a la "Memento") after a tragic boomerang related head injury. As he essentially forgets what he was doing mere moments ago he has to write cryptic notes to himself about what he was working on. Alternatively he may have retrodgrade amnesia, where he cannot remember anything that happened before the brain injury (possibly of the "Clean Slate" variety where he goes to sleep and forgets everything that happened the day before). Or he has the "50 first dates" psuedo-anterograde amnesia in which he wakes up every day thinking it is still 1989.
Either way it would help explain the endless delays and claims that it is almost ready, the way Cleve seems to repeat himself constantly, and gets upset when people point out his many broken promises (he literally cannot remember).
3. Cleve is just the world's greatest (or worst) Troll and there is no game. Perhaps he stole the SuperDemo a long time ago when he worked at SirTech but he has no clue on how to turn it into a game, nor any intention. It's a scam / hoax / con that will never end because the longer it goes on, the more hilarious he thinks it is. Everyone who claims to have played it is either in on it (e.g., member of Cleve's family, a fellow troll, or one of Cleve's many fake accounts) or Cleve has taken their family hostage and they must play along with the hoax out of fear Cleve will eat their loved ones when his bunker runs out of spam.
4. The game is actually finished, but it is actually more of an incredibly immersive augmented reality life sim than the ultimate old school retro blobber-style dungeon crawler that was originally promised. In fact, we are all "living" in the world of Grimoire right now, only we cannot figure out how to advance to the next level.
I'll leave it up to you to decide which is most likely.

I told my wife it was similar to the Challenger disaster. Brilliant engineers worked for years on all these systems but then during the last hour they rushed to launch when a simple review and fix could have saved them from catastrophe. That's what I am doing with Grimoire. I canceled the countdown and we are just going to inspect those O-Rings to see if they need replacement before I punch the button here.

I could not resist, I had a look at their thread. Even them do not seem to believe anymore the game exists. They are even starting comparing photos 20 years apart and one of them has spotted than computer light and keyboard noises must be good for health since the guy does not seem to age.
I say the guy deserves the 20$ for the fun factor.

Then Cleve left for some reason. We haven't had that kind of polarization since.
I am glad to see Cleve off his meds finally on Steam, tho. That comment re: the Challenger disaster, I just knew someone would get on him about that.
Obviously, the people getting on him about that were not around at the time.

Well if you read the 10 first pages with the total adoration and the last ten pages where they start to understand it makes for a funny read.
