Sorry, missed this somehow. To be honest, I don't know - I could guess and blame it, for example, on our government agencies being uncooperative (say, they don't want the world to know how bad we are, or, more likely, they're just lazy), but it'd be just that - a guess.

Well, I'm sure it's a huge investment to get up to speed, as it were. Maybe they just aren't able to fund it atm, or as you say, don't think its worth funding. Most of the development of our internet connection system is in private hands, and they've had plenty of cash --and possibly government help--to get it done. I expect things to slow down here with the economy tanking, though.
