Going into the semantics of it all, you could say that Howard only confirmed that they are working on the technology to make their vision of a future TES VI happen but that they are not working on the actual game yet so both Howard and Hines seem to be right

This is what I gathered. When Howard said they have 2 games they'll be announcing before, and that them coming before TES:6 would make sense later, it sounds like they have a pretty clear plan of what they want to do.

As Skyrim isn't much more than technology, you can safely say that they're indeed working on the core of actual game.

would be cool for them to focus on the beast races, Khajit etc. Maybe go into their mythology, conflicts, notable figures, slavery struggle etc

They have been working on it since a few months after the release of the last DLC for Skyrim.
