Can't care less about that plastic junk that should be free for any Steam user to consider touching it. And it should be free as mushrooms are not the standard PC configuration nor are supposed to be - yet Steam still allows selling products where mushrooms are mandatory without warning to buyers (some publishers are exception and state that their game can't be enjoyed without mushrooms, respect to them).

It's still available in some parts of EU, depending on a country people won't get the same message (out of stock or limited quantity remaining) which means Valve decided to discount only a certain number of rubbish for each country - I doubt they have some storage of a sort in each one.

There are several reasons why would you want one. The most obvious is geoblocking with unbelievable anticonsumerism in capitalistic world where Disney+ does not want your money unless you are coming from an appropriate IP address. Another are worldwide news sites that do not allow access from EU because they didn't implement privacy restrictions. Then there are sites blocked by your provider because someone said those are shady where in plenty of cases just aren't (otherwise chrome, firefox or uBlock would warn you the link is potentially malicious). Then there are cases where net neutrality is not respected depending on IP address you connect from.
Etc etc, the sad reality is VPNs make the life easier while online. I'm not saying you really need one, if all you're doing on PC is playing games on Steam, no reason to take one although the article originates from a gaming industry news site.
