Definitely tactical for me. It's why I play RPGs, I don't really care about story (I'll forget it a few months down the road), or decisions (Wizardry and Might & Magic had no decisions other than what to include in your party), or any twitch element (it is the character the one with 18 dexterity, not me).

Action - Dark Souls all the way, followed by Mount & Blade.
I would not say Dark Souls is pure action, but clever action in a beautifuly crafted world with rich lore and (heavy) choices and consequences around every corner.
