Last of Us definitely doesn't play like Dishonored. It does have some stealth elements, but much less elaborate.

I'd say it plays like a mixture of Uncharted and Bioshock Infinite. First game for the shooting and last game for the exploration.
 
I haven't played Uncharted or Bioshock Infinite (will play this one after TW2) so Dishonored was the closest comparison I have managed to come up with. But not the very good one I agree :)
