I don't think they could get away without releasing it and not have a huge outcry. It's pretty much expected at this point. However, beyond releasing modding tools, which is an effort, I don't except them to put much more extra effort in the PC version. If anything, they're likely to figure 'Well, they've got the tools so they can fix it themselves'.
