The exhibitor list just shows the category the exhibitor is registered as, not if they have new game(s) to show. It might not even be accurate.
Examples:
Bethesda is only listed in action/aventure and list all platforms but PC and mobile when they actually have new mobile games coming and their console games all have PC ports.
ArenaNet is going to E3 this year too apparently (they haven't confirmed it at all and they have been listed since February). They are also in the RPG category, and outside maybe announcing the next GW2 expansion way too early, most people think they are going to show a mobile application.
