Crusader Kings isn't turn based. One could make an argument Combat Mission isn't strictly turn based, too, as each player's "turn" is played out simultaneously.

There is such a thing as simultaneous turn-based, or phase-based. Some blobbers have this. Whether resolution of your decisions happens at the same time or not has little to do with whether it is turn-based.

My opinion based on over 100+ hrs with Crusader Kings 2 and 10+ hrs with Crusader Kings III. It is in no way a turn-based game. Don't even know why it's on the list.

The game plays in real time with the option to adjust how fast you want the days, months, and years to advance. You can even pause the game so in essence it's RTwP.:p

And if we add to that logic just a little more....
Real time is still turn based, we just all take turns at the same time and independently and really fast..

I didn't say it was the best argument in the world, but plenty of people do slap a different label on it.
