I think if the Codex would migrate their forum software to something that is not so inefficient and resource demanding as the ancient version it is using now, these sort of things would not happen.
It most likely is shutdown and restarted every now and then to not influence the rest of the server.

Then again, we would miss your insightful visits to the Watch every time the Codex forum is down when that problem would be fixed.
